1. How much do you want to overclock?
This is probably the most important consideration to take into account when choosing which GPU to buy, especially with the RX Vega cards that have been out recently. The best bang-per-buck card right now is definitely one of the Vega 56 variants from MSI and Sapphire (thanks Reddit user /u/nofansky for summarizing this in a comment).
